It wasn't long ago that health coverage for older Americans was not available.. In 1965, Lyndon Johnson created Medicare to help older people bridge the gap between increased health cost and decreased income. Today, Medicare is available to all people who turn 65 or those who are younger and permanently disabled, such as those with ESRD, End Stage Renal Disease that requires dialysis.
If Medicare recipients do not have access to company or military medical insurance plans, such as Tricare for Life, there are two options:

In 2014, the Affordable Care Act (ACA) was implemented. This option guarantees that anyone 64 and below who applies for medical insurance is accepted. The stipulations are that you need to sign up during Open Enrollment - 11.1 through 12.31. Depending upon your income, you may be eligible for financial assistance. Are there exceptions? Yes! RIGHT NOW we have a Special Election from 2.15.20 ending on 5.15.20.
